How is encrypted data received from private key read?

Bit confused about public key and private encryption. I understand a private key is secret and only available to the owner, but the owner also has public key which he shares with everyone. So everyone can use the public key to send encrypted message to the owner and he uses his private key to decrypt it. But can the people decrypt the data that the owner sends using his private key? If that was possible then everyone with the public key can read the message from the owner?

What is a VPN?

VPN is (Virtual Private Network) were first used by companies to enable their employees to securely access internal systems such as email remotely (e.g. from home or while on business trips). Today they are increasingly being used for personal use by individuals to protect their privacy while online in public places (e.g. when using the wi-fi connection in a cafe) or in a country where the internet is censored / blocked (e.g. China, Saudi Arabia).
